GAO: U.S. Federal agencies still 'fall short'

I could understand if the GAO found minor deficiencies that were simply missed during agency security controls design, implementation, and management. After all, that's the real value in audits against what should be mature agency security programs. However, what the GAO appears to have found is a general failure to attend to basic security best practices, FISMA requirements, and OMB recommendations.
