While a good chunk of this is geared towards identity theft, part of this is based in the original OFAC from the FTC to combat identity theft, and ensure that companies are doing business with reputable people who are really who they say they are. However, many people are not going to be prepared for a mandatory compulsive check of everyone they do business with.
