<p>So my question: if real-life cons can easily<a rel="nofollow" target="_blank" href="http://blogs.psychologytoday.com/blog/the-moral-molecule/200811/how-run-a-con"> scam people</a> by appearing to depend on them, how does this affect the scams we see on the Net? Clearly some online cons rely on this method &#8212; the Nigerian bank scam being a prime example. It seems like social engineering scams particularly rely on this method &#8212; but not all scams. And of course many other vulnerabilities just seem to rely on people&#8217;s habits to just click links willy-nilly online, which is an impersonal event. If the net were a more personal place, we might see many more of those kinds of scams.</p>]]></content:encoded>

<p>This is interesting.  They say that all cons rely on the mark's greed to work. But this short essay implies that greed is only a secondary factor.</p><div class="feedflare">

      <title><![CDATA[Non-cooperation in the fight against phishing]]></title>

      <content:encoded><![CDATA[<p><a href="http://people.seas.harvard.edu/~tmoore/">Tyler Moore</a> and <a href="http://www.cl.cam.ac.uk/~rnc1">I</a> are presenting another one of our academic phishing papers today at the <a href="http://www.apwg.org">Anti-Phishing Working Group&#8217;s</a> <a href="http://www.apwg.org/ecrimeresearch/2008/program.html">Third eCrime Researchers Summit</a> here in Atlanta, Georgia. The paper &#8220;The consequence of non-cooperation in the fight against phishing&#8221; (<a href="http://www.cl.cam.ac.uk/~rnc1/ecrime08pre.pdf">pre-proceedings version here</a>) goes some way to explaining anomalies we found in our previous analysis of phishing website lifetimes. The &#8220;take-down&#8221; companies reckon to get phishing websites removed within a few hours, whereas our measurements show that the average lifetimes are a few days.</p>
<p>These &#8220;take-down&#8221; companies are generally specialist offshoots of more general &#8220;brand protection&#8221; companies, and are hired by banks to handle removal of fake phishing websites.</p>
<p>When we examined our data more carefully we found that we were receiving &#8220;feeds&#8221; of phishing website URLs from several different sources &#8212; and the &#8220;take-down&#8221; companies that were passing the data to us were not passing the data to each other.</p>
<p>So it often occurs that take-down company A knows about a phishing website targeting a particular bank, but take-down company B is ignorant of its existence. If it is company B that has the contract for removing sites for that bank then, since they don&#8217;t know the website exists, they take no action and the site stays up.</p>
<p>Since we were receiving data feeds from both company A and company B, we knew the site existed and we measured its lifetime &#8212; which is much extended. In fact, it&#8217;s somewhat of a mystery why it is removed at all! Our best guess is that reports made directly to ISPs trigger removal.</p>
<p>The paper contains all the details, and gives all the figures to show that website lifetimes are extended by about 5 days when the take-down company is completely unaware of the site. On other occasions the company learns about the site some time after it is first detected by someone else; and this extends the lifetimes by an average of 2 days.</p>
<p>Since extended lifetimes equate to more unsuspecting visitors handing over their credentials and having their bank accounts cleaned out, these delays can also be expressed in monetary terms. Using the rough and ready model <a href="http://www.cl.cam.ac.uk/~rnc1/ecrime07.pdf">we developed last year</a>, we estimate that an extra $326 million per annum is currently being put at risk by the lack of data sharing. This figure is from our analysis of just two companies&#8217; feeds, and there are several more such companies in this business.</p>
<p>Not surprisingly, our paper suggests that the take-down companies should be <a href="http://www.cartoonbank.com/item/121840">sharing their data</a>, so that when they learn about websites attacking banks they don&#8217;t have contracts with, they pass the details on to another company who can start to get the site removed.</p>
<p>We analyse the incentives to make this change (and the incentives the companies have not to do so) and contrast the current arrangements with the anti-virus/malware industry &#8212; where sample suspect code has been shared since the early 1990s.</p>
<p>In particular, we note that it is the banks who would benefit most from data sharing &#8212; and since they are paying the bills, we think that they may well be in a position to force through changes in policy. To best protect the public, we must hope that this happens soon.</p>

      <content:encoded><![CDATA[<p>Most counterterrorism policies fail, not because of tactical problems, but because of a fundamental misunderstanding of what motivates terrorists in the first place. If we're ever going to defeat terrorism, we need to understand what drives people to become terrorists in the first place. </p>

<p>Conventional wisdom holds that terrorism is inherently political, and that people become terrorists for political reasons. This is the "strategic" model of terrorism, and it's basically an economic model. It posits that people resort to terrorism when they believe -- rightly or wrongly -- that terrorism is worth it; that is, when they believe the political gains of terrorism minus the political costs are greater than if they engaged in some other, more peaceful form of protest. It's assumed, for example, that people join Hamas to achieve a Palestinian state; that people join the PKK to attain a Kurdish national homeland; and that people join al-Qaida to, among other things, get the United States out of the Persian Gulf. </p>

<p>If you believe this model, the way to fight terrorism is to change that equation, and that's what most experts advocate. Governments tend to minimize the political gains of terrorism through a no-concessions policy; the international community tends to recommend reducing the political grievances of terrorists via appeasement, in hopes of getting them to renounce violence. Both advocate policies to provide effective nonviolent alternatives, like free elections. </p>

<p>Historically, none of these solutions has worked with any regularity. Max Abrahms, a predoctoral fellow at Stanford University's Center for International Security and Cooperation, has studied dozens of terrorist groups from all over the world. He argues that the model is wrong. In a <a href="http://maxabrahms.com/pdfs/DC_250-1846.pdf">paper</a> published this year in International Security that -- sadly -- doesn't have the title "Seven Habits of Highly Ineffective Terrorists," he discusses, well, seven habits of highly ineffective terrorists. These seven tendencies are seen in terrorist organizations all over the world, and they directly contradict the theory that terrorists are political maximizers: </p>

<p>Terrorists, he writes, (1) attack civilians, a policy that has a lousy track record of convincing those civilians to give the terrorists what they want; (2) treat terrorism as a first resort, not a last resort, failing to embrace nonviolent alternatives like elections; (3) don't compromise with their target country, even when those compromises are in their best interest politically; (4) have protean political platforms, which regularly, and sometimes radically, change; (5) often engage in anonymous attacks, which precludes the target countries making political concessions to them; (6) regularly attack other terrorist groups with the same political platform; and (7) resist disbanding, even when they consistently fail to achieve their political objectives or when their stated political objectives have been achieved. </p>

<p>Abrahms has an alternative model to explain all this: People turn to terrorism for social solidarity. He theorizes that people join terrorist organizations worldwide in order to be part of a community, much like the reason inner-city youths join gangs in the United States. </p>

<p>The evidence supports this. Individual terrorists often have no prior involvement with a group's political agenda, and often join multiple terrorist groups with incompatible platforms. Individuals who join terrorist groups are frequently not oppressed in any way, and often can't describe the political goals of their organizations. People who join terrorist groups most often have friends or relatives who are members of the group, and the great majority of terrorist are socially isolated: unmarried young men or widowed women who weren't working prior to joining. These things are true for members of terrorist groups as diverse as the IRA and al-Qaida. </p>

<p>For example, several of the 9/11 hijackers planned to fight in Chechnya, but they didn't have the right paperwork so they attacked America instead. The mujahedeen had no idea whom they would attack after the Soviets withdrew from Afghanistan, so they sat around until they came up with a new enemy: America. Pakistani terrorists regularly defect to another terrorist group with a totally different political platform. Many new al-Qaida members say, unconvincingly, that they decided to become a jihadist after reading an extreme, anti-American blog, or after converting to Islam, sometimes just a few weeks before. These people know little about politics or Islam, and they frankly don't even seem to care much about learning more. The blogs they turn to don't have a lot of substance in these areas, even though more informative blogs do exist. </p>

<p>All of this explains the seven habits. It's not that they're ineffective; it's that they have a different goal. They might not be effective politically, but they are effective socially: They all help preserve the group's existence and cohesion. </p>

<p>This kind of analysis isn't just theoretical; it has practical implications for counterterrorism. Not only can we now better understand who is likely to become a terrorist, we can engage in strategies specifically designed to weaken the social bonds within terrorist organizations. Driving a wedge between group members -- commuting prison sentences in exchange for actionable intelligence, planting more double agents within terrorist groups -- will go a long way to weakening the social bonds within those groups. </p>

<p>We also need to pay more attention to the socially marginalized than to the politically downtrodden, like unassimilated communities in Western countries. We need to support vibrant, benign communities and organizations as alternative ways for potential terrorists to get the social cohesion they need. And finally, we need to minimize collateral damage in our counterterrorism operations, as well as clamping down on bigotry and hate crimes, which just creates more dislocation and social isolation, and the inevitable calls for revenge.</p>

Most counterterrorism policies fail, not because of tactical problems, but because of a fundamental misunderstanding of what motivates terrorists in the first place. If we're ever going to defeat terrorism, we need to understand what drives people to become terrorists in the first place.

<p>
Conventional wisdom holds that terrorism is inherently political, and that people become terrorists for political reasons. This is the "strategic" model of terrorism, and it's basically an economic model. It posits that people resort to terrorism when they believe -- rightly or wrongly -- that terrorism is worth it; that is, when they believe the political gains of terrorism minus the political costs are greater than if they engaged in some other, more peaceful form of protest. It's assumed, for example, that people join Hamas to achieve a Palestinian state; that people join the PKK to attain a Kurdish national homeland; and that people join al-Qaida to, among other things, get the United States out of the Persian Gulf.

The press release reminds me of <a href="http://ddanchev.blogspot.com/2008/04/hacked-by-rbn.html">RBN's defacement of my blog</a> posted on the 1st of April, and despite that <a href="http://www.malwarebytes.org/forums/index.php?showtopic=6159">EstDomains started "performing for the community"</a> as of recently, thanks to the collective intelligence and persistence of everyone turning their research into actionable intelligence against them, this performance aiming to minimize the effect of the negative PR is more or less futile considering <a href="http://www.spyware-techie.com/malicious-website-list/">all the cybercrime activities that they've been tolerating or ignoring</a> for the past couple of years. For future generations to see, <a href="http://www.malwarebytes.org/forums/index.php?showtopic=6159">this is how EstDomains "performs for the community"</a> :<br />

What's more disturbing regarding this particular domain registrar is that it's a U.S based operation, namely, using the lack of international cybercrime cooperation as an excuse for not taking actions earlier doesn't fit into the picture. Moreover, this is just the tip of the iceberg, and taking into consideration a personal mentality that the cybercriminals you know are better than the cybercriminals you don't know, the RBN or any of its "leftovers" aren't fully taking advantage of the tactics they could be using in order to make it harder to shut them down, but how come? Simply, they don't have to put extra efforts and would once again remain online for years to come, which is perhaps more disturbing at the first place.<br />
<br />
What in the world is the Russian Business Network, is it still alive and kicking, are the same people that used to maintain my favorite netblock ever, still the ones running it, and what tactics are they taking advantage of in order to make it harder for the community to establish direct links with a particular netblock and the RBN itself?<br />
<br />
With RBN's "leftovers" -- <b>InterCage, Inc., Softlayer Technologies, Layered Technologies, Inc., Ukrtelegroup Ltd, Turkey Abdallah Internet Hizmetleri, and Hostfresh --</b> making headlines just like the way it should be, what I've been researching for the past couple of months is how they've migrated from the centralized hosting provider to what appears to be a fully operational franchise. The business model is very simple, the RBN through its extensive underground networking skills supplies to customers to franchisers operating small anti-abuse netblocks across the globe, where they offer dedicated hosting and share revenue with the RBN. Anyone trusted enough and capable of supplying such netblocks starts running the RBN anti-abuse franchise. It's also worth pointing out that these franchises are in fact starting to cut the middle man, and disintermediate the RBN by actively advertising their services in order for them to create a self-sustainable business model without having to rely on the RBN connecting them with customers.<br />
<br />
What used to be a centralized cybercrime powerhouse operating several highly visible anti-abuse netblocks, is today's decentralized infrastructure, with the profit margins for the anti-abuse services that it's logically capable to break-even and earn profits even with a few high profile dedicated hosting customers. Anyone can be the Russian Business Network, gain experience into the market segment, then disintermediate them by starting to advertise their own services. From a powerhouse to a franchise model, what the RBN had to offer can be easily duplicated by a countless number of local RBN's, and this is only starting to take place.<br />

      <content:encoded><![CDATA[<p>Robert Scoble has some interesting <a rel="nofollow" target="_blank" href="http://scobleizer.com/">commentary</a> this morning about the number of photojournalists with expensive gear covering the Olympics.</p>
<p>He&#8217;s a bit indignant that so much energy goes to sporting events like the Olympics rather than more important news that isn&#8217;t getting reported around the world.</p>

<p>Reminds me of a feeling I had back in college as an undergrad student studying social sciences and humanities, about the way my friends who were physicists interacted with the world. They were so awed by the stars, Mars, astrophysics, and it seemed to me interesting but altogether unimportant. They argued they may find something outside our planet that could help solve Earth-bound problems like disease, or find the origins of earth and humanity &#8212; but really they were doing it because they loved it. One of my friends had a good argument, though &#8212; there are enough people right now that we can specialize in what we care about, and there will still be others covering other topics. He could be a physicist and look into the universe&#8217;s origin, while I studied social interaction and writing, and our other friends looked into solving cancer or eradicating invasive plants in the native wetlands. We have to specialize, and there are enough of us to do it too.</p>
<p>I think it&#8217;s the same way in journalism &#8212; whether it&#8217;s sports, celebrity journalism, or coverage of politics and war, there are a lot of opportunities right now for journalists. Of course the business model is changing, and some old-schoolers won&#8217;t know how to roll with that, but generations change slowly; we&#8217;re learning.</p>
<p>Also, the Olympics is seen as more than a sporting event, it&#8217;s also a symbol of world competition and cooperation too &#8212; a way for countries to come together and share entertainment globally. I think that&#8217;s worth covering.</p>
<p>In the second post, Robert Scoble says there are plenty of great journalists but the public doesn&#8217;t care. In some ways I have to agree with that, but I don&#8217;t think it&#8217;s negative, necessarily. I had a conversation with someone the other day about world news reportage. He says, &#8220;I was just reading this story, but what does it matter to me if there&#8217;s a flood in some city in another country I&#8217;ll never visit and some farmer lost his sheep?&#8221; World news is only important when it&#8217;s relevant, so it&#8217;s no wonder that many people don&#8217;t care &#8212; if they don&#8217;t know much about the area, and it doesn&#8217;t affect them, they have no incentive to give it full attention. You can call that apathy, but I think it&#8217;s an important selectivity skill that humans have. We have to choose what to give priority to, so if nothing stands out as being particularly important, we just ignore it or gloss over it. Human nature&#8230;</p>
<p>Also I think the common person today just gets desensitized and doesn&#8217;t know where to turn their energy, when surrounded by so many crises. Either you focus on one specialty and do your best to work toward one cause in your life &#8212; and maybe that&#8217;s just in the course of your daily work &#8212; or you become a complete Attention-Deficit-Disorder case and bounce from one problem to the next, without knowing how to solve anything. That just causes a sense of bewilderment, despair, and either that bogs you down or eventually you get desensitized.</p>
<p>There&#8217;s a commenter on Scoble&#8217;s blog, Spencer, who talks about this generation&#8217;s apathy. There are so many people who want to blame today&#8217;s generation or the young generation for this &#8220;apathy&#8221; that they sense. But I see it as a survival mechanism that arises from the way information flows these days. We&#8217;re surrounded by crises, everyone wants us to know about them &#8212; the water shortage, global warming, death in Iraq, the national deficit. Okay, crisis, I get it. But no one gives a real clear idea on what any individual is really supposed to do to solve the problem. You can&#8217;t get involved with one global cause, without ignoring all the others, and if you do get involved it&#8217;s likely to become your life&#8217;s purpose. Most people are concerned with other things &#8212; their families, their work, personal development, their homes and futures, and really that&#8217;s enough to take up all their time.</p>
<p>I&#8217;m always amazed when I read about the early unionists. Emma Goldman for example, the activist who pushed for the 8-hr workday, and campaigned for free love in the early 1900s when women were still wearing corsets, used to work 16 hour factory days as a seamstress, then lead meetings late into the night. Today we lead cushy lives comparatively&#8211;8 hour days, plus commute and lunch, family time, dinner time, gym maybe, sleep&#8230; but it still doesn&#8217;t seem like we ever have enough energy and time.</p>
<p>What Emma had that most people today don&#8217;t, is a community living in the same conditions as herself, with clear goals about what they were campaigning for, and a cause that affected their own daily lives. Today, unionism and local activism is in much shorter supply, in part due to the many people who work fairly comfy desk jobs, and the problem that everyone has his own specialization, works in a cubicle, does his or her own thing. The problems we&#8217;re facing today in terms of global warming, global water shortage, aren&#8217;t the same kinds of problems that activists have fought for in the past, and there&#8217;s no clear road map for how to solve them. Our leaders sure aren&#8217;t leading the way.</p>
<p>What we do have, at least, is the Olympics, which is an age old symbol of international cooperation, play and competition&#8230;so, uh, go sports! As for full disclosure, I don&#8217;t actually have a TV and haven&#8217;t watched the Olympics in many years, but I do try taking short showers&#8211;does that help?</p>]]></content:encoded>

      <title><![CDATA[Q&A with Doug McClure: Is BSM Lite the Answer?]]></title>

He currently leads the Virtual BSM Practice within IBM Software Services for Tivoli.</p>
<p><em><strong>ScienceLogic:</strong></em> What is “BSM Lite” and how is it different from “heavy” BSM?</p>
<p><strong><em>Doug McClure:</em></strong> I think the concepts that <a href="http://netforecast.com/" target="_blank">Peter Sevcik from Net Forecast</a> initially <a href="http://www.networkworld.com/community/node/27818" target="_blank">outlined in his blog post</a> sum up what &#8220;BSM Lite&#8221; is all about: a simpler, less expensive, more responsive way of achieving the goals and objectives of Business Service Management (BSM).  He&#8217;s contrasted this nicely against what he termed &#8220;BSM Heavy&#8221; being the larger investments in time and resources to deploy domain specific tools and solutions each providing a view into the business service delivery with some aggregation and consolidation to tie up all of the disparate tool&#8217;s information into a concise end-to-end business service management story.</p>
<p>I&#8217;m pleased that he leveraged some of my thinking around a better working definition of what BSM really is from the <a href="http://dougmcclure.net/blog/business-service-management-bsm-defined/" target="_blank">BSM Defined page on my blog</a>. Of course, these definitions are going to vary depending on whom you talk with and how they see the overall BSM Maturity Model.  I&#8217;ve created a BSM Maturity Model that aligns with the famous Gartner IT maturity model.  I&#8217;d like to think that a &#8220;BSM Lite&#8221; solution is one attacking the low hanging fruit, enabling one to achieve value quicker, and in a more tactical manner.  The &#8220;BSM Heavy&#8221; solutions are capable of the same, but span all along the BSM Maturity Model by adding additional point solutions, products and technologies from their broader portfolio. </p>
<p><strong><em>ScienceLogic:</em></strong> Does “BSM Lite” just refer to the tools, or can it refer to the process and methodology as well?</p>
<p><strong><em>Doug McClure:</em></strong> I think that BSM is as much a philosophy as it is technology, process, people and methodology.  If we can get people to think, operate and respond differently than they do today with a focus on the business, customers, quality, revenue, or whatever else is most important to their business goals and objectives, than that is Business Service Management and could be &#8220;BSM Lite&#8221; if you will. </p>
<p>Being that I work for IBM Tivoli, one of my personal objectives is to identify ways to use our key BSM enabling products in a more efficient, effective and BSM centric way. This was a huge driver for trying to hold DevCampTivoli focused on &#8220;Collaborative Development of End-to-End BSM Solutions&#8221;. </p>
<p>In my opinion, we don’t make things very easy for our clients and the answer can’t be to “buy this product, module or widget” to fill in the gaps.  In my opinion, we must establish a BSM overlay within IBM Tivoli’s development and product management organization that ensures that we have clearly thought about how to enable BSM with the hundreds or products that we sell.  In my opinion, every product release must incorporate the fundamentals of enabling BSM in addition to the core domain specific functionality intended. I hope to keep this spirit alive and get our smartest IBMers and clients thinking about the best way to take a &#8220;BSM Heavy&#8221; solution and make it &#8220;lighter&#8221;. I hope to share more about my plans here and guidance for the industry in general soon.</p>
<p>That said, I am always interested in consulting with clients and collaborate with peers in the industry to figure out how to get the focus on the people, process and technology as key components of their BSM strategies.  I am absolutely convinced that without a documented BSM strategy, roadmap and top level sponsorship within the business and IT, the chances of BSM success greatly diminish.</p>
<p><strong><em>ScienceLogic:</em></strong> Given the complexities involved in implementing a BSM strategy and dealing with the people and processes components of any business, how does “BSM Lite” really work? Should the expectations and outcomes be “lite” as well?</p>
<p><strong><em>Doug McClure:</em></strong> Time will tell if &#8220;BSM Lite&#8221; will work.  I&#8217;m seeing emerging companies that are already breaking down some of the barriers to BSM success.  I do not expect that those choosing to begin with a &#8220;BSM Lite&#8221; approach should expect &#8220;lite&#8221; outcomes. </p>
<p>The outcomes are the same regardless of the approach IF you&#8217;ve got a documented BSM strategy, roadmap and top level sponsorship in place before you begin. New features, capabilities and technologies will be needed as the needs of the business change and companies mature in BSM and fundamental IT management. This will likely force companies to move in more &#8220;BSM Heavy&#8221; directions to fill those gaps. </p>
<p>In my opinion, this is the ideal scenario now as it gives &#8220;BSM Lite&#8221; vendors opportunities to grow their products and solutions. It also GREATLY improves the chances for success with a &#8220;BSM Heavy&#8221; solution because the organization would have already had matured enough to approach a &#8220;BSM Heavy&#8221; solution than if they hadn&#8217;t done a &#8220;BSM Lite&#8221; solution in the past.</p>
<p><strong><em>ScienceLogic:</em></strong> Is “BSM Lite” more appropriate for a small or midsized organization, or does it apply equally to large companies? Is there an ideal profile for a company that can successfully implement a BSM strategy? Is there a different profile for “BSM Lite”?</p>
<p><strong><em>Doug McClure:</em></strong> From an economic perspective, the concepts of &#8220;BSM Lite&#8221; are appropriate for all companies.  Remember, with &#8220;BSM Lite&#8221; we&#8217;re focused on identifying ways to make the goals and objectives of BSM easier to implement and in a more cost effective way.  Any company concerned about their IT cost overhead should care about this, especially when the risks of starting out with a &#8220;BSM Heavy&#8221; type deployment are much greater and the time to value generally much longer.</p>
<p>The &#8220;ideal&#8221; profile for any company is one where the BSM initiative begins by establishing top level buy in through creation of a formal BSM strategy for the company. This BSM strategy personalizes how the company defines what BSM is, what value the company expects from it, and how it will use BSM as a competitive differentiator for delivery of its business and IT services, products, etc.</p>
<p>The organizational &#8220;profile&#8221; I&#8217;ve seen most successful is when implementing a BSM strategy originates from within or actively includes a group that many companies have now that serves as a liaison or relationship management role between the various lines of business and IT. Sometimes this group is often seen as the gatekeeper to filter (and hinder) business driven requirements into the IT organization. In the ideal scenario, this group works very closely with the business and IT (usually staffed by business people and not IT people) to understand both the business side and IT side of complex business services and applications. </p>
<p>Apart from the traditional IT components, what this group can do is help IT really understand the business perspective.  Analysis of the impact on the business in business terms is only possible by collaborating with a group such as this.  True value oriented BSM becomes attainable when we get to this level of IT and business alignment, cooperation, collaboration and communication.</p>
<p>If BSM is an IT only initiative, this will likely result in an IT centric perspective severely lacking in the necessary business perspective.  In these cases where IT doesn&#8217;t invest their BSM efforts with the business as an equal partner, the implementation ultimately becomes a &#8220;CYA&#8221; tool for IT and not achieve the desired value oriented expected.</p>
<p>To some degree &#8220;BSM Lite&#8221; may have an entirely different profile. If we see the price points, complexity and time to value change significantly we may see these types of deployments originate exclusively within the Line of Business. The possibility may exist where large enterprises operating in a shared IT services or IT outsourcing type model that the Line of Business brings in a &#8220;BSM Lite&#8221; solution to gain the visibility, checks and balances needed to ensure that the LoB’s needs are being met from the internal/external provider. I&#8217;d envision that &#8220;BSM Lite&#8221; may even be capable of operating within a &#8220;SaaS&#8221; model or other managed service type offering where the price points are below the signing levels triggering broader IT involvement and review.</p>
