<p>The TCP/IP protocols were conceived during a time that was quite different from the hostile environment they operate in now. Yet a direct result of their effectiveness and widespread early adoption is that much of today's global economy remains dependent upon them.</p>

<p>While many textbooks and articles have created the myth that the Internet Protocols (IP) were designed for warfare environments, the top level goal for the DARPA Internet Program was the sharing of large service machines on the ARPANET. As a result, many protocol specifications focus only on the operational aspects of the protocols they specify and overlook their security implications.</p>

<p>Though Internet technology has evolved, the building blocks are basically the same core protocols adopted by the ARPANET more than two decades ago. During the last twenty years many vulnerabilities have been identified in the TCP/IP stacks of a number of systems. Some were flaws in protocol implementations which affect only a reduced number of systems. Others were flaws in the protocols themselves affecting virtually every existing implementation. Even in the last couple of years researchers were still working on security problems in the core  protocols.</p>

<p>The discovery of vulnerabilities in the TCP/IP protocols led to reports being published by a number of CSIRTs (Computer Security Incident Response Teams) and vendors, which helped to raise awareness about the threats as well as the best mitigations known at the time the reports were published.</p>

<p>Much of the effort of the security community on the Internet protocols did not result in official documents (RFCs) being issued by the IETF (Internet Engineering Task Force) leading to a situation in which "known" security problems have not always been addressed by all vendors. In many cases vendors have implemented quick "fixes" to protocol flaws without a careful analysis of their effectiveness and their impact on interoperability.</p>

<p>As a result, any system built in the future according to the official TCP/IP specifications might reincarnate security flaws that have already hit our communication systems in the past.</p>

<p>Producing a secure TCP/IP implementation nowadays is a very difficult task partly because of no single document that can serve as a security roadmap for the protocols.</p>

<p>There is clearly a need for a companion document to the IETF specifications that discusses the security aspects and implications of the protocols, identifies the possible threats, proposes possible counter-measures, and analyses their respective effectiveness.</p>

<p>This document is the result of an assessment of the IETF specifications of the Internet Protocol from a security point of view. Possible threats were identified and, where possible, counter-measures were proposed.  Additionally, many implementation flaws that have led to security vulnerabilities have been referenced in the hope that future implementations will not incur the same problems. This document does not limit itself to performing a security assessment of the relevant IETF specification but also offers an assessment of common implementation strategies.</p>

<p>Whilst not aiming to be the final word on the security of the IP, this document aims to raise awareness about the many security threats based on the IP protocol that have been faced in the past, those that we are currently facing, and those we may still have to deal with in the future. It provides advice for the secure implementation of the IP, and also insights about the security aspects of the IP that may be of help to the Internet operations community.</p>

<p>Feedback from the community is more than encouraged to help this document be as accurate as possible and to keep it updated as new threats are discovered.</blockquote></p><div class="feedflare">

      <title><![CDATA[Corporate Identity Theft]]></title>

      <content:encoded><![CDATA[<p>I remember a <a href="http://www.bengrahaminvesting.ca/Resources/videos.htm#hawkins">talk</a>&#160;by the value investor&#160;<a href="http://en.wikipedia.org/wiki/Mason_Hawkins">Mason Hawkins</a>&#160;(Longleaf Funds) where someone asked him about investing overseas. He answered that he does, but mainly in places where the British flag flew at some point, where there is a rule of law. Here is one example of what he is worried about and why investing in places where your assets have no legal protection does not give the investor a margin of safety.</p><div>Hermitage Fund was until recently the largest fund in Russia. From the Business Week story<a href="http://hermitagefund.com/index.pl/news/article.html?id=895"> &quot;Hijacking the Hermitage Fund&quot;</a></div><br /><blockquote class="webkit-indent-blockquote" style="margin: 0 0 0 40px; border: none; padding: 0px;"><p>Corruption, intimidation, robbery, violent assault, forgery, large-scale fraud. No, not the subject of the latest John Grisham novel, but sensational allegations, made public Apr. 4 by Hermitage Capital Management -- until recently the largest foreign portfolio investor in Russia. In a detailed and damning report, titled Criminal Justice -- Russian-Style, Hermitage alleges the fund&#39;s Russian subsidiaries have fallen victim to an elaborate con designed to defraud the fund of hundreds of millions of dollars.&#160;<br />&#160;&#160;<br />The most sensational part of Hermitage&#39;s allegations is that the attempted larceny was carried out with the direct connivance of officials in the Russian police. Hermitage alleges the police seized documents and equipment that were instrumental to the attempted fraud, which involved bogus court cases based on forged documents, the aim of which was to sue Hermitage subsidiaries for hundreds of millions of dollars. &quot;The most shocking thing is not that there are corporate raiders in Russia who attempt to steal your shares,&quot; says Jamison Firestone, managing partner of Firestone Duncan, Hermitage&#39;s law firm. &quot;The shocking thing is that the police worked hand-in-hand with them, and actually performed the theft of the documents so that the corporate raiders could then do their work.&quot;</p></blockquote><div><br /><div>From the most recent Hermitage Fund letter, here is the current state:</div><br /><br /></div><blockquote class="webkit-indent-blockquote" style="margin: 0 0 0 40px; border: none; padding: 0px;"><p>So the two-pronged scam worked in one area and failed in another. The perpetrators weren’t able to steal the assets from us based on the fake court claims, but they were able to steal $230 million from the Russian government by filing amended tax returns on behalf of our stolen companies. What makes this story even more shocking is that we filed six 255-page criminal complaints with the Russian authorities in December last year, one month before the tax fraud took place, and they did nothing to stop it. Two complaints were sent to the Russian General Prosecutor, two to the Russian State Investigative Committee and two to the Internal Affairs Department of the Interior Ministry. There was enough information to prevent the fraud and indict a number of people behind it if the government had acted.&#160;</p><p>Instead of doing anything to save the Russian state from this highly sophisticated and organized looting, two of our complaints were thrown out immediately; two were returned to the same Interior Ministry official we were complaining about (essentially, he was being asked to “investigate himself”); and one was thrown out for “lack of any crime committed.” Only one complaint was taken seriously. It was taken up by the Russian State Investigative Committee in early February, but before it could get any traction, the case was lowered to the South region of the Moscow district of the State Investigative Committee (the lowest level of the Committee) and by June, another senior Interior Ministry official whom we had named in our complaint had joined the “investigation” team (again, to “investigate himself”). To this day there has been no serious response by the Russian authorities to this massive fraud against the Russian state.&#160;</p><p>As we described in our April letter, the problem of corporate “raiding” is now so endemic in Russia that President Medvedev speaks about it as one of the biggest problems faced by Russian businesses. In this case, raiders have taken this problem to a new and absurd extreme by “raiding” the Russian state itself and so far getting away with it. Together with HSBC, we will shortly be filing new criminal complaints with the Russian General Prosecutor and Russian State Investigative Committee as well as with many law enforcement authorities outside of Russia. It is hard to predict what will happen next in this unfolding and unbelievable saga, but as always we will keep you updated on any further developments as they arise.</p></blockquote><blockquote class="webkit-indent-blockquote" style="margin: 0 0 0 40px; border: none; padding: 0px;"><br /></blockquote><p>Of course we see individual identity theft on a regular basis (actually as Ross Anderson points out its not really identity theft but poor controls on the bank&#39;s parts using SSNs as secrets and so on), but you dont see a major corporation stolen every day.</p>]]></content:encoded>

      <title><![CDATA[Blogging as therapy]]></title>

      <content:encoded><![CDATA[<p>As some of you know, my friend Mitchell Ashley and his wife Mary Ellen have been battling against breast cancer for over 3 years now. It has been a roller coaster ride for both of them and I have seen first hand how much courage it has taken for Mitchell to deal with this scourge, let alone the courage that Mary Ellen has in battling this disease. Though Mitchell has never made a secret of it, he has not made it very public either. That has now changed with a new blog that Mitchell started call <a href="http://www.breastcancerforhusbands.com/">breastcancerforhusbands.com</a>.<br><br>Mitchell wants to share his experience as the "other" spouse in this life and death battle that too many couples face. He is looking to make it a resource for others faced with a similar battle. But there is part of doing this which is therapeutic for Mitchell as well. Talking about what he is feeling and going through helps him deal with the emotions and toll it takes. At the same time he is providing resources to those who may be in need. <br><br>I applaud Mitchell for being brave enough to come forward and face these demons publicly. Though we do not work together every day, Mitchell and I still speak almost every day. I know that he and Mary Ellen fight this each and every day and am constantly amazed at their faith in God and courage. If you get a chance, check out the blog and support Mitchell, Mary Ellen and the rest of the people who do battle with this terrible disease every day.</p>

<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><B style="mso-bidi-font-weight: normal"><FONT size=3><FONT face=Calibri>Formalize your Final Security Review (FSR) Process<o:p></o:p></FONT></FONT></B></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>A Final Security Review is your final security audit to ensure your software is secure enough to deliver to your customers. I will assume the idea of an FSR is a new concept and try to provide some FAQ-style detail on this topic.<o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri><B style="mso-bidi-font-weight: normal"><I style="mso-bidi-font-style: normal"><U>Who is the FSR team?</U></I></B> An FSR Team usually consists of a non-product-team security expert (for impartial perspective), a security representative from the product team, and individual representatives from the separate disciplines. However, that size team may not scale to your company. If that is the case, at a minimum, you should have an impartial “outsider” separate from the product team who understands the security requirements as well as the measurements used to validate them. This person along with a project manager can probably perform the bulk of the FSR with development or test leadership providing input as needed.<o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri><B style="mso-bidi-font-weight: normal"><I style="mso-bidi-font-style: normal"><U>What is needed to do an FSR?</U></I></B> All threat models should be revised to reflect the final product, the code should be complete, and all security-related testing should be completed and documented. In addition, everyone involved in the FSR should have full access to the bug database to review status or exceptions to security bugs.<o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><B style="mso-bidi-font-weight: normal"><I style="mso-bidi-font-style: normal"><U><FONT size=3><FONT face=Calibri>What does an FSR team do? <o:p></o:p></FONT></FONT></U></I></B></P>

<LI style="MARGIN: 0in 0in 10pt; mso-list: l1 level1 lfo1" class=MsoNormal><FONT size=3><FONT face=Calibri>Re-review threat models to verify all mitigations identified in those exercises were fixed or went through an exception process. <o:p></o:p></FONT></FONT></LI>
<LI style="MARGIN: 0in 0in 10pt; mso-list: l1 level1 lfo1" class=MsoNormal><FONT size=3><FONT face=Calibri>Verify that all security issues uncovered during the development process were fixed or granted exceptions by the appropriate people. This is where you verify whether the state of your security bugs meets the “bug bar” requirements you have defined for your products.<o:p></o:p></FONT></FONT></LI>
<LI style="MARGIN: 0in 0in 10pt; mso-list: l1 level1 lfo1" class=MsoNormal><FONT size=3><FONT face=Calibri>If there is any output from security tools that you have used to define requirements, the FSR team would verify that the results of the tools meet the security requirements.<o:p></o:p></FONT></FONT></LI>
<LI style="MARGIN: 0in 0in 10pt; mso-list: l1 level1 lfo1" class=MsoNormal><FONT size=3><FONT face=Calibri>Review all exceptions to verify that they approve these decisions in the context of the final product. If they identify risks associated with the exceptions, they should communicate those to the business ownership for a final decision before signoff. Any decisions related to known risks should also be reflected in the response plan for future reference.<o:p></o:p></FONT></FONT></LI>
<LI style="MARGIN: 0in 0in 10pt; mso-list: l1 level1 lfo1" class=MsoNormal><FONT size=3><FONT face=Calibri>Finally, there should be a final signoff exercise where all security people and project leadership jointly approve the decision of the Final Security Review.<o:p></o:p></FONT></FONT></LI></OL>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri><B style="mso-bidi-font-weight: normal"><I style="mso-bidi-font-style: normal"><U>How long does an FSR take?</U></I></B> If done correctly, the FSR will likely take some time. You should schedule this review well in advance of your release date to give your FSR team some time to complete the review, push issues back to the product team, and respond to any serious issues that may be discovered.<o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>Final security reviews are a crucial piece to your Security Development Lifecycle. It would be easy to encourage secure development in your team, but as you expand your process to include formal security requirements and begin enforcing those requirements, it is necessary to perform a final audit of your product before it is released. Your customers will thank you for taking the time to add this layer of quality control to your operations and you will likely save yourself some security embarrassment down the road by adding a FSR to the end of your product cycle.<o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><B style="mso-bidi-font-weight: normal"><FONT size=3><FONT face=Calibri>Document security work for reference<o:p></o:p></FONT></FONT></B></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>After the FSR is complete, there is still work for the security team. The final FSR documentation should be archived along with the symbols and code that represents the finished project. This becomes the time-stamped “snapshot” of your product. Your post-release process should include archiving the following documents in an easily accessible location:<o:p></o:p></FONT></FONT></P>

<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><B style="mso-bidi-font-weight: normal"><FONT size=3><FONT face=Calibri>In closing…<o:p></o:p></FONT></FONT></B></P>

At Microsoft, creating a lifecycle to match security development practices has faced a fair share of challenges. However, the investment and time has resulted in more secure products. <P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>Now that you are making security development a lifecycle, it is time to lock down and formalize your security requirements. At this point, you need to take what you’ve learned and begin translating your security principles into something that can apply to multiple releases and multiple levels of your development process. <o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>At a product level, you need to use the security rules created in prior projects to define long-term security requirements. Those requirements will become your core security policies. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>Then, at the version level, you should create security requirements that are version-specific and are defined by the security objectives and features you want to address in that version. <o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>Both of these sets of requirements can be formalized in a way that makes them easier to transfer across future product cycles and to modify based on the unique features or security issues of each version.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Making these a staple of your development lifecycle will also ease adoption of these requirements as team become familiar with them over multiple releases.<o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>I would like to touch on one topic before moving on – enforcing requirements. As your team grows and your SDL matures, there is an inherent complexity that comes with managing and enforcing your requirements. In our experience, we’ve found that it is critical to identify a security advisor. Up until now, your company has probably had someone championing security and best practices – either as a formal role or simply as a informal advocate. However, making it a feature of your lifecycle requires dedicated effort to enforce and sustain the requirements as well as monitoring the security ecosystem for changes that may add requirements to your process. The security advisor(s) are the people who will help guide the creation of the security requirements both broadly and for each product cycle; for a smaller team, this may be a single individual. For a larger organization, a team of people may be needed. The security advisor should also evaluate your security policy and apply changes where needed, ensure the product bug database is tracking security issues that can be reviewed later (I’ll get to the Final Security Review in our next post), and guide the definition and enforcement of a security “bug bar”. <o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>Security requirements serve as the backbone of your SDL. The amount of effort you put in defining and enforcing requirements, and keeping them up to date with the current threat landscape will have a direct return on investment in the security and privacy of the product you create. Be careful to document and clearly communicate your requirements to your team, and use them as evidence when talking to your customers about how you ensure the security and privacy of your product. <o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><B style="mso-bidi-font-weight: normal"><FONT size=3><FONT face=Calibri>Reference &amp; Reuse Threat Modeling results &amp; Attack Surface Reviews<o:p></o:p></FONT></FONT></B></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>Your developers and testers should have access to and be familiar with the attack surface analysis or threat model documents you have created. These documents are invaluable reference tools. Use them to perform evaluate your security from multiple angles: <o:p></o:p></FONT></FONT></P>

<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3><FONT face=Calibri>Building a “live” library of threat models that is accessible by everyone and is designed to be easily maintained or updated is a big undertaking. Based on experience, I would strongly encourage doing this early in the evolution of your security lifecycle to avoid losing valuable data and to prevent the sheer volume of data from becoming unusable. I have heard of some companies using wiki technology as their library for threat modeling while others may use searchable documents, spreadsheets, or websites to store/sort/share the information. Whatever method you use, it is important to anticipate the accumulation of a large set of information that should be easily used and shared across the organization.<o:p></o:p></FONT></FONT></P>
<P style="MARGIN: 0in 0in 10pt" class=MsoNormal><FONT size=3 face=Calibri>I would like to do a deeper dive on the importance of security code reviews as part of your “walk” evolution. Security code reviews focus on identifying insecure coding techniques and vulnerabilities that could lead to security issues. The goal of a review is to identify as many potential security vulnerabilities as possible before the code is deployed. The cost and effort of fixing security flaws at development time is far less than fixing them later in the product deployment cycle [from </FONT><A href="http://msdn.microsoft.com/en-us/library/aa302437.aspx"><FONT size=3 face=Calibri>Improving Web Application Security</FONT></A><FONT size=3><FONT face=Calibri>]. You should create a process where top security developers actively review code within the context of known threats prior to deploying your code. Leveraging the existing documentation about feature design is a vital reference piece to make those security reviews successful.<o:p></o:p></FONT></FONT></P>

      <title><![CDATA[Growing Without Adding Overhead: Opus Interactive]]></title>

      <content:encoded><![CDATA[<p>We had the pleasure of <a href="http://blog.sciencelogic.com/green-it-and-virtualization-management-one-service-providers-tale/05/2008" target="_blank">interviewing client Opus Interactive’s Director of DataCenter Operations at Interop Las Vegas this year</a>, and thought this was a great time to highlight some of the other successes that Opus has had in managing their growth and IT operations.
<p>Like most of the service providers we talk to, they look to virtualization to provide immediate benefits to the business – e.g, cost savings from server consolidation and support for Green IT through cutting power/cooling requirements. And one more dimension to virtualization – Opus launched a new service, vClustr, which is a virtual dedicated server that provides the benefits of a fully managed dedicated server at a fraction of the cost&#8230;managed by EM7, of course.
<p>We were happy to help Opus by working with them to implement our EM7 solution. Their growth plan was severely limited by inefficient processes and tools. As Opus grew rapidly in 2006, the tools they had in place were not easy to integrate as they were managed independently. There was a manual billing and ticketing infrastructure in place, and valuable engineer time was spent on maintaining what they had instead of enabling business growth. The company faced a choice, either grow by adding overhead and bodies or grow through automation.
<p>Opus chose automation. They needed an automated solution to cover their immediate needs, and also enable them to scale processes for emerging technologies and future service offerings. Throughout their growth, Opus wanted to maintain their “customer first” philosophy and expand <a href="http://green-pc.blogspot.com/2008/07/green-technology-high-on-it-agenda.html" target="_blank">their green efforts</a>.
<p>By choosing EM7, Opus was able to replace their multiple, disparate tools with a single, integrated management system for networks, servers, applications, service desk assets and virtualization infrastructure. EM7 provided automated billing, ticketing, alerts and escalation options as well as a branded customer portal for transparency and self-service ticketing.
<p>The results were tremendous. Opus Interactive recouped $130k per year of engineering resources. They automated critical operations to increase efficiency, enabled proactive monitoring and prepared for growth, while giving the business the processes and tools to grow the business without additional human capital resources.

      <content:encoded><![CDATA[<p>Just read a <a href="http://computerworld.com/action/article.do?command=viewArticleBasic&amp;articleId=9104599&amp;pageNumber=4">good article by Lisa Vaas</a> on Computerworld titles "When security staffers fail up". The article talks about some of the challenges that are faced by companies trying to provide proper security. While one of the issues is "bundled badness" which I will talk about later, the bigger problem that Lisa writes about is the profile of our security administrators. It is a familiar story I am afraid. Security people don't do a good job of "humanizing" themselves. Their peers don't understand what they are trying to accomplish and too often we speak in geek terms and try to dictate how people conduct business. As a result we are the "people in the way".<br><br>The next thing Lisa hits on is the obsession with certifications. Too many people think having a CISSP is the be all and end all of security. First of all, you can't hire enough of them and many of them don't have the practical business experience to take it to the next level. Than there is the security "prima donna". They just think they are smarter than everyone else and too many tasks are below them as to elementary. We have all met these types before as well. <br><br>Quickly on the "bundled badness" thing. Lisa rightfully points out that in spite of Mike Rothman's feelings to the contrary, though CIO and CFO types like to buy the bundle and get the jack of all trades suite cheaper than buying best of breeds individually, at the end of the day it is hurting our security. If you are really serious about securing the environment there is a world of difference between buying the bundle of goodness versus best in class tools.<br><br>Ultimately though, what are we to do about getting better security pros in the workplace? Do we need to change the certification process? Should companies have a different profile of who they hire for security positions. Do we need to develop some sort of farm system where security pros can cut their teeth and learn their craft, like the guilds and apprentices of yesteryear? The construction industry used to work like that. Maybe we should consider it too?</p>
