      <title><![CDATA[Lessons from Mumbai]]></title>

      <content:encoded><![CDATA[<p>I'm still reading about the Mumbai terrorist attacks, and I expect it'll be a long time before we get a lot of the details.  What we know is horrific, and my sympathy goes out to the survivors of the dead (and the injured, who often seem to get ignored as people focus on death tolls).  Without discounting the awfulness of the events, I have some initial observations:</p>

<ul><li>Low-tech is very effective.  <a href="http://www.schneier.com/essay-087.html">Movie-plot threats</a> -- terrorists with crop dusters, terrorists with biological agents, terrorists targeting our water supplies -- might be what people worry about, but a bunch of trained (we don't really know yet what sort of training they had, but it's clear that they <a href="http://www.news.com.au/couriermail/story/0,23739,24726093-954,00.html">had some</a>) men with guns and grenades is all they needed.

<p><li>At the same time, the attacks were surprisingly ineffective.  I can't find exact numbers, but it seems there were about 18 terrorists.  The latest toll is 195 dead, 235 wounded.  That's 11 dead, 13 wounded, per terrorist.  As horrible as the reality is, that's much less than you might have thought if you imagined the movie in your head.  Reality is <a href="http://www.pebbleandavalanche.com/weblog/2008/11/30/blog-20081130T1857">different</a> from the movies.</p>

<p><li>Even so, terrorism is rare.  If a bunch of men with guns and grenades is all they really need, then why isn't this sort of terrorism more common?  Why not in the U.S., where it's easy to get hold of weapons?  It's because terrorism is very, very rare.</p>

<p><li>Specific countermeasures don't help against these attacks.  None of the high-priced countermeasures that defend against specific tactics and specific targets made, or would have made, any difference: photo ID checks, confiscating liquids at airports, fingerprinting foreigners at the border, bag screening on public transportation, anything.  Even<a href="http://www.upi.com/Top_News/2008/11/29/Executive_says_Taj_hotel_warned_of_attack/UPI-97361228007685/">metal detectors and threat warnings</a> didn't do any good:</p>

<blockquote>"If I look at what we had, which all of us complained about, it could not have stopped what took place," he told CNN. "It's ironic that we did have such a warning, and we did have some measures."

<p>He said people were told to park away from the entrance and had to go through a metal detector. But he said the attackers came through a back entrance.</p>

<p>"They knew what they were doing, and they did not go through the front. All of our arrangements are in the front," he said.</blockquote></ul></p>

<p>If there's any lesson in these attacks, it's not to focus too much on the specifics of the attacks.  Of course, that's not the way we're programmed to think.  We <a href="http://www.schneier.com/essay-171.html">respond to stories</a> and not analysis.  I don't mean to be sympathetic; this tendency is human and these deaths are really tragic.  But eighteen armed people intent on killing lots of innocents will be able to do just that, and last-line-of-defense countermeasures won't be able to stop them.  Intelligence, investigation, and emergency response.  We have to find and stop the terrorists before they attack, and deal with the aftermath of the attacks we don't stop.  There really is no other way, and I hope that we don't let the tragedy lead us into unwise decisions about how to deal with terrorism.</p><div class="feedflare">

<blockquote>Since 9/11, more than three dozen federal air marshals have been charged with crimes, and hundreds more have been accused of misconduct, an investigation by ProPublica, a non-profit journalism organization, has found. Cases range from drunken driving and domestic violence to aiding a human-trafficking ring and trying to smuggle explosives from Afghanistan.</blockquote>

<p>The meta-problem is that the kind of person who wants to be federal air marshal is the exact kind of person we don't want for the job.</p>

<blockquote>Before 9/11, the Air Marshal Service was a nearly forgotten force of 33 agents with a $4.4 million annual budget. Now housed in the Transportation Security Administration, the agency has a $786 million budget and an estimated 3,000 to 4,000 air marshals, although the official number is classified.</blockquote>

<p>And 3,000 to 4,000 is a lot of people to hire quickly; it's hard to weed out the bad eggs.</p><div class="feedflare">

Instead of hundreds of millions of dollars, Ulrich&#39;s initial network cost $900,000. By the time Ulrich retired at the end of 2007, he had enlisted 32 countries throughout the Mediterranean, the North Atlantic, along the west coast of Africa, around the Black Sea, and in the Pacific. <blockquote>The Transportation Security Administration (TSA) rolled out the new uniforms and new screening policy at airports nationwide on Sept. 11. 

<p>The new policy says screeners can arrive for work and walk behind security lines without any of their belongings examined or X-rayed. </p>

<p>"Lunch or a bomb, you can walk right through with it," said Mike Boyd, an aviation consultant in Evergreen. "This is a major security issue."</blockquote></p>

<p>Actually, it's not.  Screeners have to go in and out of security all the time as they work.  Yes, they can smuggle things in and out of the airport.  But you have to remember that the airport screeners are trusted insiders for the system: there are a zillion ways they could break airport security.</p>

<p>On the other hand, it's probably a smart idea to screen screeners when they walk through airport security when they aren't working at that checkpoint at that time.  The reason is the same reason <a href="http://www.schneier.com/essay-130.html">you should screen everyone<a>, including pilots who can crash their plane: you're not screening screeners (or pilots), you're screening people wearing screener (or pilot) uniforms and carrying screener (or pilot) IDs.  You can either train your screeners to recognize authentic uniforms and IDs, or you can just screen everybody.  The latter is just easier.</p>

<p>The TSA is tightening its photo ID rules at airport security. Previously, people with expired IDs or who claimed to have lost their IDs were subjected to secondary screening. Then the Transportation Security Administration realized that meant someone on the government's no-fly list -- the list that is supposed to keep our planes safe from terrorists -- could just fly with no ID. </p>

<p>Now, people without ID must also answer personal questions from their credit history to ascertain their identity. The TSA will keep records of who those ID-less people are, too, in case they're trying to probe the system.</p>

<p>This may seem like an improvement, except that the photo ID requirement is a joke. Anyone on the no-fly list can easily fly whenever he wants. Even worse, the whole concept of matching passenger names against a list of bad guys has negligible security value.</p>

<p>How to fly, even if you are on the no-fly list: Buy a ticket in some innocent person's name. At home, before your flight, check in online and print out your boarding pass. Then, save that web page as a PDF and use Adobe Acrobat to change the name on the boarding pass to your own. Print it again. At the airport, use the fake boarding pass and your valid ID to get through security. At the gate, use the real boarding pass in the fake name to board your flight.</p>

<p>The problem is that it is unverified passenger names that get checked against the no-fly list. At security checkpoints, the TSA just matches IDs to whatever is printed on the boarding passes. The airline checks boarding passes against tickets when people board the plane. But because no one checks ticketed names against IDs, the security breaks down.</p>

<p>This vulnerability isn't new. It isn't even subtle. I first wrote about it in 2006. I asked Kip Hawley, who runs the TSA, about it in 2007. Today, any terrorist smart enough to Google "print your own boarding pass" can bypass the no-fly list.</p>

<p>This gaping security hole would bother me more if the very idea of a no-fly list weren't so ineffective. The system is based on the faulty notion that the feds have this master list of terrorists, and all we have to do is keep the people on the list off the planes. </p>

<p>That's just not true. The no-fly list -- a list of people so dangerous they are not allowed to fly yet so innocent we can't arrest them -- and the less dangerous "watch list" contain a combined 1 million names representing the identities and aliases of an estimated 400,000 people. There aren't that many terrorists out there; if there were, we would be feeling their effects. </p>

<p>Almost all of the people stopped by the no-fly list are false positives. It catches innocents such as Ted Kennedy, whose name is similar to someone's on the list, and Islam Yusuf (formerly Cat Stevens), who was on the list but no one knew why.</p>

<p>The no-fly list is a Kafkaesque nightmare for the thousands of innocent Americans who are harassed and detained every time they fly. Put on the list by unidentified government officials, they can't get off. They can't challenge the TSA about their status or prove their innocence. (The U.S. 9th Circuit Court of Appeals decided this month that no-fly passengers can sue the FBI, but that strategy hasn't been tried yet.) </p>

<p>But even if these lists were complete and accurate, they wouldn't work. Timothy McVeigh, the Unabomber, the D.C. snipers, the London subway bombers and most of the 9/11 terrorists weren't on any list before they committed their terrorist acts. And if a terrorist wants to know if he's on a list, the TSA has approved a convenient, $100 service that allows him to figure it out: the Clear program, which issues IDs to "trusted travelers" to speed them through security lines. Just apply for a Clear card; if you get one, you're not on the list.</p>

<p>In the end, the photo ID requirement is based on the myth that we can somehow correlate identity with intent. We can't. And instead of wasting money trying, we would be far safer as a nation if we invested in intelligence, investigation and emergency response -- security measures that aren't based on a guess about a terrorist target or tactic.</p>

<p>That's the TSA: Not doing the right things. Not even doing right the things it does.</p><div class="feedflare">

<blockquote>"The rigorous studies clearly show red-light cameras don't work," said lead author Barbara Langland-Orban, professor and chair of health policy and management at the USF College of Public Health. "Instead, they increase crashes and injuries as drivers attempt to abruptly stop at camera intersections."

<p>Comprehensive studies from North Carolina, Virginia, and Ontario have all reported cameras are associated with increases in crashes. The study by the Virginia Transportation Research Council also found that cameras were linked to increased crash costs. The only studies that conclude cameras reduced crashes or injuries contained "major research design flaws," such as incomplete data or inadequate analyses, and were always conducted by researchers with links to the Insurance Institute for Highway Safety. The IIHS, funded by automobile insurance companies, is the leading advocate for red-light cameras since insurance companies can profit from red-light cameras by way of higher premiums due to increased crashes and citations.</blockquote></p>

<p>And, of course, the agenda of the government is to increase revenue due to fines:</p>

<blockquote>A 2001 paper by the Office of the Majority Leader of the U.S. House of Representatives reported that red-light cameras are "a hidden tax levied on motorists." The report came to the same conclusions that all of the other valid studies have, that red-light cameras are associated with increased crashes and that the timings at yellow lights are often set too short to increase tickets for red-light running. That's right, the state actually tampers with the yellow light settings to make them shorter, and more likely to turn red as you're driving through them.

<p>In fact, six U.S. cities have been found guilty of shortening the yellow light cycles below what is allowed by law on intersections equipped with cameras meant to catch red-light runners. Those local governments have completely ignored the safety benefit of increasing the yellow light time and decided to install red-light cameras, shorten the yellow light duration, and collect the profits instead.</p>

<p>The cities in question include Union City, CA, Dallas and Lubbock, TX, Nashville and Chattanooga, TN, and Springfield, MO, according to Motorists.org, which collected information from reports from around the country.</blockquote></p><div class="feedflare">
